Report: $168K Charged On County Credit Card For Wedding Business - WSB-TV Atlanta

Channel 2 Action News has learned police have opened an investigation into allegations that a finance supervisor for the Fulton County Department of Human Services bought more than $160,000 in wedding event merchandise with her county-issued credit card.The report obtained by Channel 2 Action News investigative reporter Richard Belcher was prepared by Maria Colon, former investigator for the county's Office of Professional Standards. The report states that county employee Nicola Hosier bought expensive chairs, tables, fine linens and other accessories for her private business, Exquisite Events Atlanta. The report said the purchases were made on Hosier's county-issued credit card and the merchandise was shipped to Hosier's home office in Fayetteville.According to the investigator, Hosier fabricated invoices to cover her private purchases. The fabricated invoices would detail purchases of dormitory style chairs, toothpaste, soap and other item that could be used in facilities operated by the Department of Human Services.The report stated that Hosier also made unauthorized purchases of more than $14,000 on Walmart gift cards. The merchandise included patio furniture, clothing, jewelry champagne flutes and appliances.After presenting her findings to her supervisor, deputy county manager Gwendolyn Warren and County Manager Zachery Williams, Colon was demoted. Warren was terminated.Their lawyer, Lee Parks, told Channel 2 Action News reporter Tom Regan that the two women were disciplined because they refused to keep the results of the investigation quiet until after the November elections."Our issue is why are these two hard working employees fired and demoted, the watchdog of the county "shot," the day after these two said "No, I have my job to do. I have to report this. I can't sit on this till after the election. I'm sorry," said Parks.Parks has sent notice to county officials that he intends to file a $10 million lawsuit for wrongful termination and demotion.Regan contacted Hosier by phone to ask her to comment on the report's allegations of misspending county funds. She said she had no idea what Regan was talking about and would have her attorney contact him. Regan has not received a call from Hosier's lawyer.County Manager Zachary Williams declined Regan's request for an interview, citing pending litigation. In a written statement, he said, "the allegations of misspending county funds is being taken seriously and the report has been forwarded to the Fulton County Police Department."
